When live-fire wargames go wrong near the residential refugee sector, Section 9 is called in to handle the section. A mysterious man from the Cabinet Intelligence Agency is put in charge of the situation. Despite their reluctance, Section 9 accepts the man's help. But with the CIA's involvement, Section 9 can't help but wonder if there is more to this wargame accident than meets the eye.
